Not the problem at all

Why, when caught breaking existing laws, does Gordon Brown think that new laws would be the solution?

I mean, Mr Brown and his party (and, to be honest, all the other parties) have shown that they will not obey the law on political funding, even if those laws were written by Mr Brown and his party. Why would the next set of laws be obeyed?
